6700 Roadside Danger Tree Project Decision Memo

A 30 day period for those individuals or groups interested in submitting oral or written comments on the La Grande Ranger District 6700 Roadside Danger Tree Project Decision Memo (DM) will begin the day after publication of this notice in the La Grande Observer. The 6700 Danger Tree Project area is located in Sections 22, 23, 25, 26, and 36, T6S, R42E; and sections 21, 28, 29 and 30, T6S, R43E, Williamette Meridian, Baker County, Oregon. the project area covers the 6700 road from milepost 4.0 (Big Creek Crossing) to the 7700 road junction, a distance of over 10 miles. Danger trees will be felled and removed in order to minimize the risk to the public and our workforce from falling and down trees that present a safety hazard along four miles of the 6700 roadways.

The 6700/6220 Danger Tree Project area is located in Sections 19, 20, 21, and 28 of T3S, R41E; and sections 22, 27, 28, 31, 32, and 33, T6S, R42E, Williamette Meridian, Union and Baker Counties, Oregon. The portion of the 6220 road proposed for treatment begins at County Road 65 and the Forest boundary and continues east approximately five miles to the Moss Springs Campground. The portion of the 6700 road proposed for treatment begins at County Road 71 and the Forest boundary and extends northeast, approximately four miles to Bridge #3 (Big Creek Crossing). Danger trees will be felled and removed in order to minimize the risk to the public and our workforce from falling and down trees that present a safety hazard along five miles of the 6220 and approximately four miles of the 6700 roadways.

ADVERTISEMENT FOR PROPOSAL. Sealed bids for the Wallowa River-McDaniel Habitat Restoration Project, will be received by the Grande Ronde Model Watershed, in the reception area of the Office until 2:00 pm PDST on Tuesday, July 8, 2008. Sealed bids shall be addressed to the GRMW, 1114 “J” Ave., La Grande, OR 97850. The outer envelope should clearly indicate: “Wallowa River-McDaniel Habitat Restoration Project – ATTN: Mary Estes – SEALED BID – DO NOT OPEN.” Contracting documents, including Design Drawings and Specifications, may be obtained at GRMW office at 1114 J Ave., La Grande, OR. The pre-proposal meeting will be held on June 19, 2008 at 10:00 am at the project site. The project includes stream channel and wetland restoration work along the Wallowa River in the Wallowa Subbasin near Lostine, Oregon. Minority Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE) and Women-Owned Business Enterprises (WBE) will be afforded full opportunity to submit bids on this contract and will not be subject to discrimination on the basis of race, color, national origin or sex in consideration of this award. Each bid must be accompanied by a bid security equivalent to ten percent of the bid amount. The successful bidder must post a performance bond and payment bond in a sum equal to 100 percent of the contract price upon execution of the contract. The GRMW reserves the right to reject any or all bids ad to waive any informalities therein. The GRMW may extend the time and place for the opening of the bids from that described in the advertisement, with not less than two calendar days notice by certified delivery, facsimile machine or other electronic means to those bidders receiving plans.

The permit allows the use of 4.0 cfs (priority date March 29, 1990) from one well in Sec. 35, T 2 S, R 39 E, W.M. (Grande Ronde River Basin) for irrigation and supplemental irrigation in Sec. 25, 26, 35 and 36. The applicant proposes to add three points of appropriation located between approximately 0.25 and 1.0 mile east (Sec. 26, 35 and 36, T 2 S, R39 E, W.M.) from the authorized well. The Water Resources Department has concluded that the proposed permit amendment appears to be consistent with the requirements of ORS 537.211. The last date of newspaper publication is June 16, 2008.

The City of La Grande, Oregon, invites bids for the construction of 12th Street Improvements – 2008.

The Base Bid work generally consists of providing and placing approximately 1,375 tons of base rock, approximately 1,450 tons of hot-mix asphalt concrete pavement, approximately 1,800 lineal feet of sidewalk, approximately 1,900 lineal feet of concrete curb and gutter, 430 lineal feet of concrete curb, and other related work. Subgrade earthwork and aggregate base rock work for the project will be performed by Union County. Additive alternative work, project budget permitting, may include approximately 155 lineal feet of curb and sidewalk and 300 tons of asphalt concrete overlay.

Sealed bids for the described project will be received by Norm Paullus, Assistant Public Works Director, or his authorized representative, of the City of La Grande at the La Grande City Shops, 800 X Avenue, La Grande, Oregon 97850, until 2:00 p.m., local time, July 2, 2008. Bids will be publicly opened and read aloud at 2:15 p.m., local time, the same day, at the Anderson-Perry Conference Center, 409 N. Fir Street, La Grande, Oregon 97850. The time for substantial completion shall be fifty (50) calendar days.

The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law. The Owner reserves the right to reject any or all bids upon finding it is in the public interest to do so.
