David H. Payne, 60, formerly of La Grande, died Dec. 15, 2020, at his home in Pendleton. A celebration of his life and tribute will be held from 2-4 p.m. Aug. 28 at Pendleton’s Pioneer Park, 400 NW Despain Ave.
