William “Bill” Neal Carter, 87, of Wallowa, died Oct. 28, 2021, at his residence. At his request, there will not be a service.

Also known as Bill, he was born Aug. 12, 1934, in Enterprise, to William Carter and Fannie (Winkles) Carter. Bill attended school in La Grande and graduated from La Grande High School. He served in the U.S. Army.

Bill was employed with the railroad as an engineer until retirement. He also owned and operated a construction company. He enjoyed hunting, fishing, attending rodeos and being outdoors.

Survivors include his partner of 30 years, Dawn Crow.

He was preceded in death by his parents, William and Fannie.
