Norman Payne, 97, of La Grande, died Dec. 21, 2021, at his home. A celebration of his life will be held Dec. 29 at 1 p.m. at Daniels-Knopp Funeral, Cremation & Life Celebration Center, La Grande. Private interment will be at the Island City Cemetery.
