Richard L. Springer, 70, of La Grande, died Dec. 17, 2020, at a local care facility. A celebration of his life will be held April 16 at 2 p.m. at the Elgin Community Center. Arrangements are by Loveland Funeral Chapel & Crematory, La Grande.
