Enterprise City Council OKs grants, banking change

ENTERPRISE — The Enterprise City Council at its meeting April 14 approved seven grant requests and moved the city’s bank accounts.
The requests for grant funding, as recommended by the Motel Tax Committee, were $2,000 each for:
• Juniper Jam.
• Courthouse Concert Series.
• Hells Canyon Mule Days.
• Main Street Show & Shine.
• Woodlands and Watershed Festival.
• Park 66 Bison and Seafood Festival.
• Shop Local Banner Project.
City Administrator Lacey McQuead said the Park 66 event request came without a request for an alcohol permit, but the applicants wish to serve alcohol at the event, so she was amending the request.
The council also voted to dissolve two accounts at Community Bank and move to the Bank of Eastern Oregon after considering changes that would come with the Spokane Teachers Credit Union taking over Community Bank.
Council President Jeff Yanke noted that in doing so, the city continues a practice of banking locally. Councilor Rick Freeman expressed frustration that Umpqua Bank was not among those considered, but McQuead said the last two proposals requested from Umpqua were never received.
The council voted unanimously to accept the resolution changing banks, with two members abstaining because of possible conflicts of interest.
In another matter, the Wallowa County Chamber of Commerce requested an agreement with the city for the Regional Main Street Program.
McQuead said that the agreement has been in the works for a year and originally, the city was going to pay the chamber a lump sum to manage Main Street projects. However, she said, it has been learned that the city’s Motel Tax Fund can continue to support the projects, but the city still has the obligation to support its representative.
Freeman, as Motel Tax Committee chairman, why he wasn’t made aware of the agreement. McQuead said the issue was put before the council last year, when Freeman was not on the committee. She said that due to the need to reassess the needs, the agreement was tabled. Further, the funding was approved through the budget process for the 2024-25 fiscal year. The council approved the agreement, as submitted.
In other business, the council:
• Approved the city’s Planning Commission recommendation to raise the allowed height of fences from 4½ feet to 6 feet — within the setback requirements — along property lines.
• Approved the appointment of Anna Hayter to the Budget Committee upon the recommendation of Finance Manager Christie Huston.
• Scheduled a first Budget Committee meeting for May 7 at 6:30 p.m.
• Set a date for a second Budget Committee meeting if it’s needed for May 14 at 6:30 p.m.
• Set the date for next month’s council meeting for May 19, a week later than usual, at 6:30 p.m.
