PILOT ROCK — Ralph Wayne Low, 70, died on July 5, 2024. He was born in Pendleton and raised on his family’s 83 Ranch south of Pilot Rock. Burial will be at 6 p.m. Saturday, July 20 with dinner and a celebration of life at 7 p.m. at the Pilot Rock Community Center, 285 NW Cedar Place.
